Minutes of the Parish Council Meeting held on 1^st June 2015

Leigh Village Hall Commencing 7.40pm.

Following Public Participation commencing at 7.30pm.

15/032             Minutes

15/004.1          COUNCIL RESOLVED that the Minutes of the Annual Parish Council Meeting

                        of 11^th May 2015 be signed by the meeting Chairman.

15/033             Outstanding Matters

15/033.1          Ditch at Woodside Cottage, Middleton Green.

                        Work completed on laying a pipe and filling in the ditch completed earlier in the day.

15/033.2          Uttoxeter Recycling Centre closure.

                        An agreement has been reached between the County and District Councils to keep the                  present site open until September 2015 and then open a temporary facility until the new                County Council site is built.

15/033.3          War Memorial.  Meeting arranged with the Rev. Sue Willetts later this week.

15/033.4          Land at Lower Leigh.  Query relating to ownership of the triangular green within the                    road network.

                        A recent request to County Highways relating to the proposal to install a bench seat on

                        the green resulted in the response the it did not belong to County Highways.         

                        This is at variance with the advise received in 2012.

                        Further discussions with the County Highways in progress.

15/034.1          Financial Statement and Bank Account Reconciliation.

                        Check of Financial Statement against Bank Statements completed.

15/034.2          Clerk’s Quarterly Salary Gross £375.00. Net £300.00. PAYE £75.00.LGA 1972 s112(2)

15/034.2.1       RESOLVED to pay the Clerk the Net Salary of £300.00

15/034.2.2       RESOLVED to pay HMRC the PAYE of £75.00

                        Parish Tithe Map digitisation project.  Donation request.

15/034.3.1       RESOLVED to seek further information.  Agenda item for the next meeting.

15/034.4          Bank Mandate.  Forms submitted to Barclays Bank, adding Councillor Snowden as

                        a signatory in place of Councillor Ingram who did not seek re-election.

15/035.3.1       P/2015/00542              Sherratts Wood Farm.  Retention of a Farm Track

The meeting was adjourned to hear the views of Mr & Mrs Barker on this application only and reconvened thereafter.

15/035.3.1.1    RESOLVED to recommend refusal by majority decision.  1 for, 1 neutral, 2 against.

                        Track not justified, there already existed a track system and several accesses on to the                   site from the highway.  The existing access is to an agricultural field, the work appears                  excessive related to its stated aims.  Introducing land drainage would have been a less

                        invasive development.  If the course hardcore track is retained then it would benefit from

                        a more suitable top surface.

15/035.4.1       P/2014/01189  Barn Croft, Dodsleigh.  Outline application for up to two dwellings.

                        Appeal against refusal.

15/036.1.1       Mobile Library - Changes to the Service from April 2016.  Consultation process.

                        The proposals include withdrawing the Mobile Library in Leigh.

15/036.2          East Staffordshire Borough Council

15/036.2.1       Parish Council Election Process for May 2015 Elections.  Vacancy for three Councillors.

15/036.2.1.1    Nominations submitted.

                        Andrew Raby and Bruce Barker.

                        RESOLVED to Co-opt the two nominated parishioners as Council Members.

                        Declaration of Acceptance of Office and Register of Financial Interests to be completed.

15/036.4          Staffordshire Parish Councils’ Association

15/036.4.1       Weekly updates forwarded to Member Councillors for information.

15/037             Matters raised by Member Councillors / Clerk

15/037.1          Senior Citizens Christmas Dinner.

                        RESOLVED support the dinner and to set the date as 12^th December 2015.

                        RESOLVED to continue with the same Caterers as 2014.  Unchanged quote received.

                        RESOLVED to advertise in the Parish Magazine for someone to organise the event.

15/037.2          Purchase of High Visibility Jackets for Litter Picking Volunteers

                        RESOLVED to authorised the purchase of jackets when and as required.

15/037.3          Church Leigh Notice Board

                        RESOLVED to contact Mark Oakes regarding repair of the Notice Board.

15/037.4          Councillor Snowden raised the issue of providing a Defibrillator, possibly a the

                        Village Hall.  Typical cost £500 to £1,100.  The matter of security was discussed.

15/037.4.1       RESOLVED to pursue enquiries.  Agenda item for next meeting.

Wished to address the meeting regarding the Planning Application  P/2015/00542  Sherratts Wood Farm.

Suggested that the Parish Council meeting could be adjourned at the appropriate time, when the application is discussed at Agenda Item 7.3.1.

Mr L Ingram

Comment on the apparent satisfactory outcome following the proposal to close the Uttoxeter Recycling Facility.

Mr G Warburton

Comment on surface water lying on the roads in various places, e.g. Middleton Green and Dodsleigh Lane by Dodsley Grange.

Mrs Smallwood

Comment on surface water on the roads at Moor Lane and Chebsey Bank.

The issue of surface water had been raised with County Highways with respect to Dodsleigh Lane and Chebsey Bank.  South Staffs Water claim that the water is not from their supply system.
