15/063             Minutes
15/063.1          COUNCIL RESOLVED that the Minutes of the Parish Council Meeting
                        of 3rd August 2015 be signed by the meeting Chairman.

15/064             Outstanding Matters
15/064.1          Emergency Plan.
                        Minor contact amendments required and five volunteer Co-ordinators nominated.
                        Councillor Durose, Mrs W Lewis, Mrs J Oakes, Mr L Ingram and the Clerk.
                        Meeting between the co-ordinators and Mr W Read (ESBC) to be arranged.
15/064.2          Defibrillator proposal.
                        WI open meeting on 10th November.  Guest speaker Mr David Wright,
                        Heart Start and volunteer with Staffordshire Search and Rescue.
15/064.2.1       Councillors Beaman, Councillor Snowden, Councillor Roe & Councillor Collins
                        plus Mr G Warburton to attend.
15/064.3          Senior Citizens Christmas Dinner.
                        Mrs I Snowden together with others (May Ball Committee Members) volunteered
                        to co-ordinate the Dinner.
15/064.4          Church Leigh Notice Board.   Repair.
                        Mark Oakes to quote for replacement of the backboard.

15/065.1          Financial Statement and Bank Account Reconciliation.
                        Check of Financial Statement against Bank Statements completed.
15/065.2          Invoice.  Howards (Accountants)  Payroll Services 2014 / 2015.
                        £75.00 + £15.00VAT  £90.00.  LGA 1972 s111.
15/065.2.1       RESOLVED to pay the invoice.  As precept budget.
15/065.3          Clerks Quarterly Salary Gross £375.00, Net £300.00, PAYE £75.00.LGA 1972 s112(2)
15/065.3.1       RESOLVED to pay the Clerk to Net Salary of £300.00
15/065.3.2       RESOLVED to pay HMRC the PAYE of £75.00
15/065.4          Local Council Review Subscription Renewal.  £17.00.  LGA 1972 s111.
15/065.4.1       RESOLVED to renew the annual subscription.  As precept budget.
15/065.5          Annual Audit Return  2014 / 2015.  Grant Thornton.  There is no charge for the audit.
15/065.5.1       Comments on the Annual Return - for implementation in next years return.
                        Fixed Assets should not be subject to depreciation.
                        The Governance Statement (Section 6) should be signed after the Independent Audit
                        Report is completed and signed.
15/065.6          Executive Check List for Financial Year End 31st March 2015.
                        Check List completed by Councillor Durose and the Clerk since the August meeting.
                        To be signed when Councillor Durose is present.

                        Two caravans and a wooden hut on a small field opposite Wood Farm.
                        Wood Farm residents aware of the field and its use.  They are in contact with
                        the land owner should problems arise.  The caravans are not used as dwellings.

15/067.1.1       Wednesday Bus Service to Uttoxeter.  Consultation - proposal to withdraw the
                        Route 411 service.  Alternatives being considered.
15/067.1.1.1    RESOLVED to write to the County Council expressing concerns about the withdrawal
                        of rural bus routes although accepting the reality of providing loss making services.
15/067.1.2       Neighbourhood Highway Team visit - week commencing 12th October.

15/067.2.1       Neighbourhood Plan.  Newsletter and pending visit to a Uttoxeter Rural Parish Council
                        by an ESBC Planning and Support Officer.

15/068.1          Remembrance Service.  Check on procedure for obtaining a Poppy Wreath
                        Councillor Barker and Councillor Raby to be involved in laying the wreath and
                        reading the names at the Service on Sunday 8th November.
