Minutes of the Parish Council Meeting held on 4th January 2016

Leigh Village Hall Commencing 8.09pm.
Following Public Participation commencing at 7.30pm.

15/103             Minutes
15/103.1          COUNCIL RESOLVED that the Minutes of the Parish Council Meeting
                        of 7th December 2015 be signed by the meeting Chairman.

15/104             Outstanding Matters
15/104.1          Emergency Plan.  No change.  Meeting with Mr Read to be arranged.

15/104.2          Defibrillator proposal.
15/104.2.1       Possible sites discussed for a unit located in Church Leigh.
                        Permission and suitability for the proposed site to be sought and further advice
                        on the units themselves to be obtained such as, ease of use, security, maintenance
                        and the requirement for periodic checks.
                        With respect existing insurance cover, the unit would be covered for theft and
                        damage and our Public Liability policy would cover issues associated with its use.
15/104.2.2       The estimated cost of the unit and a suitable cabinet would be in the order of £1,500
                        plus VAT.  Ongoing costs to be met by the Parish Council.
15/104.2.3       Leigh W.I. to be invited to contribute to the purchase cost.
15/104.2.4       Donation of £124.00 for the Defibrillator fund received from Leigh 2016 Calendar
                        organisers.  Refer to Finance Minute  15/105.7.

15/104.3          Senior Citizens Christmas Dinner.
15/104.3.1       Report from Councillor Snowden on the event which was successfully held in the                         Village Hall on 12th December 2015.
15/104.3.2       Letter of thanks from the Parish Council to Izzy Snowden for organising the event
15/104.3.3       Mrs Snowden is prepared to organise the next dinner with a suggested date of
                        10th December 2016.
15/104.3.3.1    RESOLVED to accept the offer and for Mrs Snowden to determine which of the
                        existing three caterers, who have previously quoted, to provide the dinner this year
                        as there was very little difference in the quoted prices.

15/104.4          Wildon (UK) Ltd.  Offer of gully clearing in the Parish.
                        Clerk’s report.  Waiting for confirmation from County Highways giving permission
                        for Mark Wildon to clear gullies on an emergency basis.  However, some gullies had
                        been cleared earlier in the day in Lower Leigh in response to the flooding.

15/104.5          Parish Council archiving Minute and Financial Book records.
                        Minutes covering the period December 1998 to March 2013 and the Financial Book
                        1987/88 to 2005/6 to be deposited with the County Record Office.
                        There is a gap in the Financial Book records between 2006/7 to 2010/11.

15/105.1          Financial Statement and Bank Account Reconciliation.
                        Check of Financial Statement against Bank Statements completed.
15/105.2          Invoice.  Leigh Village Hall. Parish Council Meetings - October, November, December.
                        £75.00.  LGA 1972 s111.
                        RESOLVED to pay the invoice.
15/105.3          Invoice.  CSG Ltd.  Supply of Toner Cartridge for the Photocopier.
                        £52.26 plus £10.45 VAT.  Total £62.71.  LGA 1972 s111.
                        RESOLVED to pay the invoice.
15/105.4          Invoice.  Ann’s Catering (Uttoxeter) Ltd.  Senior Citizens Christmas Dinner.
                        Providing 55 meals at £16.00 per head.  £880.00.
                        RESOLVED to pay the invoice.  LGA 1972 s137.
15/105.5          Senior Citizens Christmas Dinner.  Incidental expenses incurred by Mrs Snowden.
                        £115.65.  LGA 1972 s137.
                        RESOLVED to reimburse Mrs Snowden.
15/105.6          Donations received by the Parish Council which resulted from the Senior Citizens
                        Christmas Dinner.   £30.00.  LGA 1972 s139.
                        Mr & Mrs Higson  £10.00.  Mrs Johnson £5.00.  Mr D Stubbs £15.00.
                        RESOLVED to allocated the donations to the Defibrillator Fund.
15/105.7          Donation received from Leigh 2016 Calendar organisers of £124.00 towards the
                        Defibrillator Fund.   LGA 1972 s139.

15/105.8          Precept for 2016 / 2017
                        RESOLVED to set at Precept of £7,550.00 which includes the Government Support
                        Grant of £96.00.
                        This represents a small decrease in the Parish Council element of the Council Tax Bill.

Notes of the meeting held prior the
Parish Council Meeting of 4th January 2016

Public Participation prior to the Meeting.  Commencing at 7.30pm.  Concluding at 8.09pm.

1          Mr Warburton
Parkhall Lane / A50 boundary fence.  Damaged section that has temporary netting fitted requires repair.  Potential problem with stock being moved along Parkhall Lane.
Highway Agency Contractors - Balfour Beatty to be notified.

2          Mr Ingram
Statement that Mark Wildon had cleared gullies in Lower Leigh following the recent flooding.
Mr Wildon to be thanked for his work in clearing the gullies.

3          Mrs Smallwood
Congratulating Mrs Snowden on arranging a successful Senior Citizens Christmas Dinner.

4          Mrs Dickin
Following the last Parish Council meeting at which concerns were raised regarding the work being
carried out at Wood View, Morrilow Heath, Mr Dickin was approached the day after the meeting and was abused by presumably be someone associated with Wood View.  Mrs Dickin questioned - who told the applicant of the queries raised at the Parish Council meeting.

5          Mr Wilson
Response by Mr Wilson to Mrs Dickin’s comment, continued by outlining the work that was being undertaken at Wood View and the liaison record with ESBC Planning Department.

6          Mr Heath
Statement about the state of the roads in the Parish, in particular Leigh Lane and Moor Lane.
Disgrace to the County Council.
The culvert headstone down Leigh Bank was still causing problems with damage to vehicles.

County Councillor to be contacted and a note submitted for publication in the Parish Magazine outlining how to report Highway faults.

Public Participation following the Meeting.  Commencing at 9.10pm.  Concluding at 9.15pm.

Requesting that the Environmental Agency dredge the River Blithe to reduce the flooding risk.
